1.  Executive Summary

The poor performance of February to May rains triggered a countrywide drought as the mid-season assessment done between May 4 and 19, 2011 by UN-OCHA / UN- Office of Coordination of Humanitarian affairs preliminary results suggest increased needs for humanitarian assistance, particularly in South Omo of SNNP, the lowlands of Borena, Guji, and Bale zones, and Southern Somali region.

Staple food prices are generally increasing typically throughout the country due to the drought. National level general inflation was 35% percent in May 2011 while food inflation was 40.7 percent

According to the National Meteorological Agency (NMA) forecasts, the June to September kiremt rains will be average to above average across the country with normal onset and cessation. Flooding is anticipated, especially in the western parts of the country possibly leading to displacement and livelihood disruption among the vulnerable households in these areas

 

2.  Background

Borena  is located at 590 km South  of Addis Ababa, Borena  is one of Zones of the EthiopianRegion of Oromia.  Borena zone is known by its livestock Population. Borena is bordered on the South by Kenya on the South Western by Southern Ethiopian Region by the East with Ethiopian Somalia Region and by the Northern with Guji Zone of Oromia Region  

The zone is one of the major cattle raring areas of Oromia region well endowed with natural resources contributing significantly to the national economy of the country. The surrounding people are pastoralists whose livelihood is totally dependent on livestock productivity

According to the recent rapid assessment results by USAID May to June 2011 report, the herd size has declined by about 60 to 80 percent for cattle, 25 to 35 percent for shoats and 25 to 40 percent for camels as compared to the baseline year as a result of animal deaths, widespread miscarriage, and slaughtering of newborn animals to save breeding stock. Livestock body conditions remain poor and animals are less able to travel between water points and to areas where pasture is more available. Livestock have reportedly travelled 30 to 40 kms for water in Gode, Afder ,and Liben zones of Oromia. Unusual internal livestock movement is reported across the southern zones of Somali and pastoralists from Somalia are reported to have migrated to Afder zone.

 

3.  Target Groups

The relief and rehabilitation work will be conducted in One or Two District of Borena Zone in collaboration with our local church, but all Districts are almost affected by drought and people are migrating from their residences. In one or two districts we have planned to assist about 3600 household who are affected by drought. Accordingly, the total beneficiaries of these projects will be estimated to be 3600 hose holds.

Therefore, EHBC (Ethiopian Hiwot Berhan Church) will work to provide general ration or food items like Corn, Wheat and Edible Oil in collaboration the local church in Borena zone if there is a possibility of obtaining the food items soon as possible.

 

4. Participants

EHBC, The local church leaders of the area; the community, concerned government office and other implementing parties will fully participate in due process of implementing the relief and rehabilitation work. Good collaboration is expected from all sectoral government office too.

 

5. General Objective

The general objective of the projects is to support the drought affected people and to save the life and inhibit migration to other places.

 

6. Specific objectives

  • Food distribution with special emphasis of children and women
  • Construction material distribution
  • Agricultural  input support

 

9   Expected Outputs/ Activities

  • Food Items will be distributed as per the schedule   
  • Construction material is supplied
  • Agricultural material and technical support is provided

 

7.  Financial Resources

The total financial resource is indicated on the budget break down, the finance source is expected from our donors USA/Canada and would be implemented in close collaboration with concerned bodies like EHBC development section, the local church leaders and the government representatives.

 

8.  Reporting, Monitoring and Evaluation

EHBC and EHBC Development section is responsible for reporting, monitoring and evaluation of the activity.

The Church will assign one coordinator and the necessary distributors as required at field level to carry out the envisaged work as quickly as possible.

EHBC and EHBC Development Section will be responsible to coordinate and report after finalizing the task.
